The Holy Grail of the military is some system of controlling or killing humans while keeping the loot intact. Since our empire seldom if ever battles other armies, most of our action is against lightly armed and armored civilians or totally helpless civilians blocking our troop carriers or demonstrating against our rule.

And those pesky citizens at home. Have to have some way to disperse or drive off them, too. Keep they away and scared but not too bloody or one will be accused of being an American ally like in Uzbekistan.

For years, the U.S. military has explored a new kind of firepower that is instantaneous, precise and virtually inexhaustible: beams of electromagnetic energy. "Directed-energy" pulses can be throttled up or down depending on the situation, much like the phasers on "Star Trek" could be set to kill or merely stun.
Stun means only slight brain/organ damage. You come to, are in miserable shape, if you are carrying a baby, tough luck, even on stun, babies will die. Just think of the movie, "Potemkin" and the famous baby carriage bouncing down the steps.
Such weapons are now nearing fruition. But logistical issues have delayed their battlefield debut — even as soldiers in Iraq encounter tense urban situations in which the nonlethal capabilities of directed energy could be put to the test.

"It's a great technology with enormous potential, but I think the environment's not strong for it," said James Jay Carafano, a senior fellow at the conservative Heritage Foundation who blames the military and Congress for not spending enough on getting directed energy to the front. "The tragedy is that I think it's exactly the right time for this."
What a charming man. Wants to rush this into Iraq so we can fine tune the settings using it against all those civilians there. Just recently the "government" of Iraq shot up some demonstrators and killed a few of them, a la Uzbekistan. Since day one, we have shot and killed quite a few demonstrators there. No point in keeping back!

Before this war, and this story is NOT on the net, it was censored and removed and only I caught it and parked it at another site which is gone now, at the Georgia training base called "Pinelands" they had pretend Muslim anti American riots, this was in April, 2001, before 9/11! They had Bush on a platform watching and he laughed as the military came into the pretend square and pretended to kill all the demonstrators who were also soldiers, acting the part.

I was appalled at the time and wondered why they pretended to be Muslims from another country and why the game plan was to kill all of them. The government's answer was to get the media to scrub this story.
The hallmark of all directed-energy weapons is that the target — whether a human or a mechanical object — has no chance to avoid the shot because it moves at the speed of light. At some frequencies, it can penetrate walls.

Since the ammunition is merely light or radio waves, directed-energy weapons are limited only by the supply of electricity. And they don't involve chemicals or projectiles that can be inaccurate, accidentally cause injury or violate international treaties.

"When you're dealing with people whose full intent is to die, you can't give people a choice of whether to comply," said George Gibbs, a systems engineer for the Marine Expeditionary Rifle Squad Program who oversees directed-energy projects. "What I'm looking for is a way to shoot everybody, and they're all OK."
Frightened families, huddled in their mud homes, hit by this. Killing the babies, of course, not to mention fetuses. The issue here isn't preserving our troops no matter what. It never is. Nor is it under international laws. The issue is why troops are where they are and why people fight them and what this means. Since we invaded someone we are under the obligation to control ourselves. Obviously, the population isn't very happy with our occupation. At this level of ferocity which is way above that shown by Europeans invaded by Hitler, clearly shows we are lousy occupiers. Killing or zapping or silencing the population isn't the solution.

The problem faced by all colonial powers was this: proving they were civilized and the benefits exceeded the butchery. Even as recently as 100 years ago, butchery was the whole point. We killed the natives and stole their lands. Then it became embarassing so we pretended to teach them English while keeping them penned up in forbidding ecological niches.

The problem with the civilizing storyline is, when empires invade ancient civilizations like China or Iraq, this is all mush. There is no stone age tribes to subdue, these are former great civilizations. So thus the need to pretend we are police coming in to prevent problems.
Other radio-frequency weapons in development can sabotage the electronics of land mines, shoulder-fired missiles or automobiles — a prospect that interests police departments in addition to the military.

A separate branch of directed-energy research involves bigger, badder beams: lasers that could obliterate targets tens of miles away from ships or planes. Such a strike would be so surgical that, as some designers put it at a recent conference here, the military could plausibly deny responsibility.
OK. What is a terrorist?

A sneak attacker who uses various sneaky tools to sneakily destroy someone's defences while not declaring war or showing who is responsible.

Sneaky sneaks. What a fine tool! What a great start WWIII. If we could be Hitlerian enough to launch sudden attacks from nowhere on anyone we want this means the world must be on hairtrigger alert to annihilate America for the only thing to stop our obviously utterly deranged Pentagon Dr. Strangeloves is to be ready on multiple levels to level America.

This means we can be destroyed before we get a chance to use sneaky weapons. Since our advesaries watch us very closely you can bet, they will be ready to kill all of us in an eyeblink and this means they could mistake some of our thrashing around and bellowing as a possible strike and hit us immediately.

This is why such fun toys are dangerous to have. The word "destabilizing" comes to mind. Worse, the Chinese have very good facilities and researchers in laser technology. They have been very big on this since 1978. They are formidable challengers on this level. We should be working on treaties to prevent this sort of goofy Star Wars junk because they will apply it to us in spades.

They are not disarmed civilians. They have a military apparatus and many powerful allies.
Bitar heads Indiana-based Xtreme Alternative Defense Systems Ltd., which makes small blinding lasers used in Iraq. But his real project is a nonlethal energy device called the StunStrike.

Basically, it fires a bolt of lightning. It can be tuned to blow up explosives, possibly to stop vehicles and certainly to buzz people. The strike can be made to feel as gentle as "broom bristles" or cranked up to deliver a paralyzing jolt that "takes a few minutes to wear off."

Bitar, who is of Arab descent, believes StunStrike would be particularly intimidating in the Middle East because, he contends, people there are especially afraid of lightning.

At present, StunStrike is a 20-foot tower that can zap things up to 28 feet away. The next step is to shrink it so it could be wielded by troops and used in civilian locales like airplane cabins or building entrance.
Geeze. Talk about Baradur! The Dark Lord and his tower! The Evil Eye will fighten Muslims into surrendering. Yup. Great. They think we are the Great Satan so why not be it? This is how you win hearts and minds. You become the Lightning Lord and terrorize humans while laughing demonically, I am assuming.

Smug Americans hiding in huge armored tanks clanking along, zapping people with lightning bolts. This will make them bow to us as gods and I can picture young Americans grinning with joy as they see people collapse and cry and roll around in agony. Hahaha. We are the champions, they will sing.
